0 West Java to provide online results for voters

Residents of West Java can oversee the vote counting process of the upcoming gubernatorial election through an online system developed by the West Java e-Democracy Forum (FeD) and the Elections Supervisory Committee (Panwaslu). “We will conduct the real count and not quick count,” said West Java FeD coordinator Radar Tribaskoro, who demonstrated an electronic vote comparison tabulation program in Bandung on Wednesday. According to Radar, each volunteer is expected to send count data from each polling station, as either a photo or a scanned copy of the vote tally.

“This is to prevent inaccuracy in vote counting,” he said, adding that voters had the right to know the vote count at their respective polling stations. Residents can find the result by visiting the group’s website, jabar.fedindonesia.org. “The data will be updated as reports arrive and processed in our server,” said West Java FeD technology information team member Munawar Kholil. The West Java gubernatorial election is slated for Feb. 24, 2013.

The five candidate pairs vying in the election are independent candidates Dikdik Muliana Arief Mansur and Cecep Nana Suryana Toyib; Irianto MS Syafiuddin and Tatang Farhanul Hakim, nominated by the Golkar Party; Dede Yusuf Macan Effendi and Lex Laksmana Zainal Lan, backed by the Democrat Party, National Mandate Party (PAN), Great Indonesia Movement Party (Gerindra) and the National Awakening Party (PKB); Ahmad Heryawan and Deddy Mizwar, supported by the Prosperous Justice Party (PKS), United Development Party (PPP) and the Crescent Star Party (PBB); and Rieke Diah Pitaloka and Teten Masduki, backed by the Indonesian Democratic Party of Struggle (PDI-P).

The West Java General Elections Commission (KPUD) has issued the eligible voters’ list for the election on Feb. 24. As many as 32,536,980 voters will cast their votes at 74,948 polling stations in 26 regencies and municipalities in West Java. According to Munawar, the vote count report based on the C2 form, the public tabulation board at each polling station, is very accurate and can serve as a comparison to the vote count conducted by poll organizers. “Votes will be calculated according to reports coming in. There is no such thing as a picture hoax, so we need photos from the polling stations,” he said.

The poor internet connection in West Java, said Munawar, posed a challenge, but the team designed a work-around by accepting photos through the West Java FeD website. West Java KPUD secretary Heri Suherman said the program could help oversee vote tabulation from the polling stations, so the chances of campaign teams rigging the vote by changing vote counts would be smaller. “The moment a vote count changes, we can check the data by comparing it with the photo of the C2 forms. We can also know where a fraud is occurring,” added Heri.

Meanwhile, in Cirebon, environmentalists urged the West Java gubernatorial candidates to prioritize environmental issues in their campaigns. According to West Java North Coast Environment Savior activist Aan Anwaruddin, severe environmental destruction has occurred along the north coast of West Java, affecting coastal areas as well as high-plains forests. Aan said the coastline, stretching at 61 kilometers from Cirebon municipality to Cirebon regency, was severely damaged and only a 10-kilometer stretch of mangrove swamp remained. “The rest is damaged due to illegal logging and forest conversion to make way for industrial areas,” he said.
